Q&A: What will candidates do on college costs?

President Barack Obama has rallied college students at dozens of campuses, touted his record on student aid and needled Republican challenger Mitt Romney for advising students to "borrow money if you have to from your parents." Romney counters that despite the flood of federal financial aid unleashed during Obama's term, college costs and student debt have only grown.

The debate over rising college tuition is a microcosm of the broader debate over the economy: Obama argues he's taken bold steps that minimized the damage of a deep recession and will build for the future. Romney says the president's big-government interventions have backfired, and more private-sector solutions are needed.

Here are some questions ? and answers ? about the complicated landscape of college costs and the presidential campaign.

Q. What's happened to college costs under Obama?

A. They've gone up ? a lot, at least at four-year schools. Since the 2008-2009 academic year in which he took office, the average public four-year college has increased its tuition list price 26 percent (beyond overall inflation). That's an increase of about $1,800, to $8,655, according to figures released Wednesday by the College Board. However, costs have been going up since long before Obama took office, and his term coincided with unprecedented college funding cuts by the states, which are spending 26 percent less per student on higher education than five years ago.

Largely because of a massive increase in federal aid under Obama, the net price ? what the average student pays after accounting for grants and tax credits ? has gone up considerably less than the sticker price. The net price is $2,910 this year, or $570 more than the year he took office. At community colleges, aid covers on average all costs.

Q. Can either candidate do anything about the increasing prices colleges are charging?

A. Both say they'll try. Obama has proposed a $1 billion "Race to the Top"-style contest to reward states for reforms, and said he could cut off aid to colleges that don't take steps to improve productivity. He's called for working with the states to cut tuition inflation in half within 10 years. A Romney campaign paper says Washington will no longer write a "blank check to universities to reward their tuition increases" and to support schools pursuing new models to drive down costs.

But the debate mostly concerns the enormous mix of federal aid programs for students, which will disburse about $175 billion this year in the form of grants and loans.

Q. What's Obama's record on student aid?

A. Obama can rightly claim he's transformed the federal financial aid system. Partly that means more money ? Washington is on track to disburse almost $50 billion more this year than in 2008-2009. Spending on Pell Grants for low-income students has nearly doubled to about $35 billion, supporting about 10 million students, up from 6 million when he took office, and he successfully pushed Congress to postpone a scheduled doubling of the interest rate on subsidized Stafford loans.

But he's also made structural changes. Obama stopped subsidizing banks to make student loans, and now almost all student loans come directly from the government. Much of the estimated $60 billion in savings over 10 years is channeled back into other student aid programs. A new income-based repayment program caps loan repayments for 1.1 million recent borrowers at 15 percent of discretionary income and forgives their debts after 25 years. The program will soon become a 10 percent cap and forgiveness after 20 years.

Romney says the increased aid from Washington is driving up prices, arguing in a campaign position paper the president "returns over and over again to the old liberal playbook that has driven up tuition rates for decades."

Q. What did Romney do about college costs as governor of Massachusetts?

A. Romney has touted the John and Abigail Adams scholarship that started when he was governor, offering top Massachusetts public high school students free tuition at state universities. A recent Harvard study argues the program steered students to colleges where they were less likely to graduate, and may have confused recipients by promising "free tuition" but not covering mandatory fees, which are much higher than tuition at Massachusetts colleges. The report found the award is much less than similar state scholarships in places like Georgia and California.

Q. What would Romney do as president?

A. He's pledged to reverse Obama's "nationalization" of the federal student loan market and return private lenders to the process. He wants to consolidate what he calls "duplicative" student aid programs but hasn't specified which ones.

Romney education adviser Phil Handy, in a recent debate with an Obama counterpart, called the income-based repayment program a "creeping entitlement" but the campaign has not said publicly whether or how he would reform it. (A recent New America Foundation calls for reforms to the program so its benefits will be less weighted to higher earners).

Q. What about tax credits?

A. Obama wants to extend the American Opportunity Tax Credit, which provides about 10 million families a tax refund of up to $2,500 for tuition, fees and course materials. Romney's tax plan would allow that credit to expire and revert to the old HOPE tax credit, which is less generous to students and less expensive for the government. Unlike HOPE, the AOTC is partly refundable, meaning low-income students can benefit even if they don't owe taxes.

Some education finance experts have criticized the AOTC, arguing other programs channel benefits more effectively to the neediest students. Obama campaign policy director James Kvaal counters it's important to help middle-class families afford college as well as the low-income students who use Pell Grants.

Q. What is the problem with Pell Grant funding and what will the candidates do about it?

A. Pell is the main college aid program for low-income students. The awards are given on a sliding scale, and only about one-third of recipients receive the maximum (currently $5,550). Typically those who get the maximum are the very poorest students (more than 90 percent come from families earning under $30,000).

Congress has essentially laid out a schedule of Pell awards where the maximum rises to $6,030 in coming years, but hasn't provided full funding for that commitment. There's a shortfall averaging roughly $8 billion annually starting in 2014. Obama's latest budget proposal calls for filling the immediate shortfall, partly through redirected savings, and working with Congress on a long-term fix. But he doesn't propose tightening eligibility requirements.

Romney said during the second debate he wants to keep Pell "growing." But a Romney campaign paper calls for "refocusing" Pell on the neediest to preserve its financial viability. Handy, the Romney education adviser, said Pell Grants need to be "radically fixed."

In short, Romney's campaign has made it increasingly clear he's talking about keeping the maximum Pell on track for its scheduled increase, but limiting eligibility or lowering awards for the those who get less than the maximum ? currently about 6.5 million students who typically come from families earning $30,000-$50,000 annually. If Romney ever signed into law the House budget of his running mate, Rep. Paul Ryan of Wisconsin, more than 1 million students could be on track to lose their Pell Grant eligibility over the next decade, according to an analysis by The Education Trust, a non-partisan Washington, D.C.-based policy and advocacy group.

Q. How do the candidates differ on student loans?

A. When Obama took office, two federal loan systems existed side-by-side ? one offering direct loans from the government, the other subsidizing a kind of federal loan provided by private lenders. Obama ended the second system and moved entirely to direct lending.

Romney's campaign says the decision "moved a trillion-dollar obligation" to the federal balance sheet and is proving more expensive than expected, citing a Barclays research report that estimates costs of direct lending have been underestimated by $225 billion between now and 2020. Even accounting for the $60 billion in lender subsidies Obama has eliminated, Romney contends returning to a system that incorporates private lenders would offer taxpayers more efficiency and students better service.

Obama argues the $60 billion previously allocated to paying private lenders was wasted. Kvaal says it's actually Obama's direct-lending approach that makes better use of market forces ? instead of getting subsidy checks, the student loan companies now compete for government contracts to service the direct loans, replacing bureaucrats. Jason DeLisle, a former member of Senate Budget Committee's Republican staff who now directs the Federal Education Budget Project at the New America Foundation, agrees, calling the changes Obama made "something Bain Capital would come up with" rather than the government takeover Romney describes.

Q. Is Romney right that Obama's direct lending changes are costing the government and that taxpayers are "on the hook?"

A. The short answers are "not really" and "possibly" ? but those are complicated questions.

Romney's campaign points to figures that the Department of Education borrowed billions more from the Treasury than expected to meet student loan demand, and that those loans are performing worse than expected.

But experts such as Mark Kantrowitz, creator of the website finaid.org and a leading student aid expert, and others say looking at a given year's cash flow the way Romney's campaign does isn't how you tell whether any lender ? whether a bank or the government ? will eventually make or lose money on the loans it's making.

In fact, it's impossible to know whether taxpayers will make or lose money over time on the student loans Washington's now disbursing; that will depend on unpredictable variables like future interest rates, and how many borrowers default or choose the income-based repayment option.

Still, there are accounting methods to estimate the present value of the payments the government will collect on those loans over the coming years. The method the Congressional Budget Office is required by law to use values the $113 billion in direct loans Washington will disburse to students this year at $150 billion ? in other words, an asset worth $37 billion to taxpayers, not a liability. A different valuation method favored by some in Congress and many economists shows direct lending as less profitable, but still in the black and far more profitable than subsidized lending.

True, like any lender, the federal government could be "on the hook" for big losses if current projections are off and defaults jump. But that would also be true in the old system of government-guaranteed loans. Under current projections, direct lending will make money for taxpayers (though the point of the federal student loan program wasn't originally to make money; it was to help students attend college).

DeLisle, the former Republican staffer, is more blunt. He calls the Romney campaign's argument about costs in direct lending "a totally phony concept meant to bamboozle people into thinking we're borrowing from China to make these loans and it's going to take the federal government down."

Q. Any other differences?

A. The Obama administration has aggressively pushed to regulate for-profit colleges, which receive billions in taxpayer-funded student aid dollars but have higher default rates and lower completion rates than other types of schools. Romney says those regulations are misguided and will stamp out innovation and student choice.

GOP Senate Candidate: Pregnancy From Rape Is 'Something God Intended'

Indiana Republican Senate candidate Richard Mourdock said Tuesday when a woman becomes pregnant during a rape, "that's something God intended."

Mourdock, who's been locked in one of the country's most watched Senate races, was asked during the final minutes of a debate with Democratic challenger Rep. Joe Donnelly whether abortion should be allowed in cases of rape or incest.

"I struggled with it myself for a long time, but I came to realize that life is that gift from God. And, I think, even when life begins in that horrible situation of rape, that it is something that God intended to happen," Mourdock said.

Mourdock became the second GOP Senate candidate to find himself on the defensive over comments about rape and pregnancy. Missouri Senate candidate Rep. Todd Akin said during a television interview in August that women's bodies have ways of preventing pregnancy in cases of what he called "legitimate rape." Since his comment, Akin has repeatedly apologized but has refused to leave his race despite calls to do so by leaders of his own party, from GOP presidential hopeful Mitt Romney on down.

It was not immediately clear what effect Mourdock's comments might have during the final two weeks before the Nov. 6 election. But they could prove problematic. Romney distanced himself from Mourdock on Tuesday night ? a day after a television ad featuring the former Massachusetts governor supporting the GOP Senate candidate began airing in Indiana.

"Gov. Romney disagrees with Richard Mourdock's comments, and they do not reflect his views," Romney spokeswoman Andrea Saul said in an email to The Associated Press. Romney aides would not say whether the ad would be pulled and if the Republican presidential nominee would continue to support Mourdock's Senate bid.

Other Republicans did not immediately weigh in. Indiana Republican Party spokesman Pete Seat referred comment to the Mourdock campaign. A spokesman for the National Republican Senatorial Committee and a spokeswoman for Romney did not immediately return a request for comment Tuesday night.

National Democrats quickly picked up on Mourdock's statement and used it as an opportunity to paint him as an extreme candidate, calling him a tea party "zealot." DNC Chairwoman Debbie Wasserman Schultz described Mourdock's comments as "outrageous and demeaning to woman" and called on Romney to take his pro-Mourdock ad off the air.

Later Tuesday after the debate, Mourdock further explained he did not believe God intended the rape, but that God is the only one who can create life.

"Are you trying to suggest somehow that God preordained rape, no I don't think that," said Mourdock. "Anyone who would suggest that is just sick and twisted. No, that's not even close to what I said."

In response, Donnelly said after the debate in southern Indiana that he doesn't believe "my God, or any God, would intend that to happen.".

Along with Romney's ad, top Republicans have been flocking to Indiana as part of an effort to break open the high-stakes race for the Senate seat, currently held by veteran GOP Sen. Richard Lugar who was defeated by Mourdock in the May primary. Republicans need to gain three seats, or four if President Barack Obama wins re-election, and seats that were predicted to remain or turn Republican have grown uncertain.

Senate Minority Leader Mitch McConnell came to Indianapolis for a fundraiser Monday, and Arizona Sen. John McCain and South Carolina Sen. Lindsey Graham campaigned for Mourdock last week. New Hampshire Sen. Kelly Ayotte is due in the state Wednesday.

Romney's coattails carry special significance in deeply conservative Indiana, where Mourdock has underperformed Romney by 12 points in most public polls. Karl Rove's Crossroads GPS also has bought another $1 million of airtime in Indiana, making his group the biggest player in Indiana's Senate race. A message left for Crossroads GPS spokesman Nate Hodson was not immediately returned.

Pa. police: Grandmother found dead; baby missing

A woman is dead and her infant granddaughter is missing after a homicide and abduction at an Upper Merion, Pa., apartment, according to police.

Police say 10-month-old Saavni Venna was abducted from her apartment complex sometime between 8 a.m. and 1 p.m. on Monday.

Pennsylvania State Police issued an Amber Alert for the Upper Merion Township Police Department on Monday.

Police say Saavni Venna, a 10-month-old baby girl, was abducted from the Marquis Apartment complex in King of Prussia sometime between 8 a.m. and 1 p.m. on Monday.

Investigators issued a child abduction alert just before 5 p.m. after they say a relative arrived at the apartment earlier in the afternoon and found the dead body of the baby's grandmother, 61-year-old Satyavathi Venna, and then realized the child was missing. Friends of the family tell NBC10 it was the baby's father, Shiva Venna, who called police.

Police described the baby as an Asian-Indian female, who is 2'6'' tall and weighs 21 pounds, with black hair and brown eyes. She was last seen wearing a white dress with pink flowers and wearing jewelry.

"Please don't do any harm to the kid," said Vasu Velaga, a neighbor of the family. "Please release her immediately. Please inform the police."

Shiva Venna spoke Monday night during a press conference.

"If someone finds my baby, could you please bring my baby back?" Venna pleaded. "Don't do any harm to my baby."

(Reuters) - Google's Android operating system will be used on more computing devices than Microsoft's Windows within four years, data from research firm Gartner showed on Wednesday, underlining the massive shift in the technology sector.

At the end of 2016, there will be 2.3 billion computers, tablets and smartphones using Android software, compared with 2.28 billion Windows devices, Gartner data showed.

That compares to an expected 1.5 billion Windows devices by the end of this year, against 608 million using Android.

Android, which reached the market only in 2008, has risen fast to be the dominant smartphone platform, controlling two-thirds of that market. It has taken the No. 2 spot in the fast-growing tablet computer market.

The proliferation of the free software gives Google its edge on the search market - its key profit generator.

Worldwide shipments of personal computers fell by over 8 percent in the third quarter, the steepest decline since 2001, as more consumers flock to increasingly powerful tablets and smartphones for more basic computing.

Microsoft's Windows has dominated the personal computer industry for decades, but the company has struggled to keep up with shift to wireless, and in smartphones its market share is around 3 percent.

India gearing up for polio-free country tag

Having made unprecedented progress in polio eradication, India [ Images ] is now gearing up to be declared polio free by 2014 by guarding itself against the import of polio virus from neighbouring countries and by boosting routine immunisation.

Earlier this year, the World Health Organisation had removed India from the list of polio-endemic countries. If no fresh case is reported till 2014, the country will be declared polio free.

"However, the risk of polio persists as long as poliovirus transmission continues anywhere in the world," says Dr Ajay Khera, deputy commissioner at the Union ministry of health and family welfare, while pointing out that among the remaining polio endemic countries of Pakistan, Afghanistan and Nigeria, two of them are with close proximity to India.

Regular Polio immunisation is being carried out at five border points along the Indo-Pak border, at Baramulla and Poonch in Jammu and Kashmir [ Images ], Attari and Wagah in Punjab [ Images ] and Munabo in Rajasthan [ Images ].

To raise public awareness on the ravages of polio and garner support for eradication efforts, World Polio Day will be observed tomorrow across the globe.

The health ministry, along with its partners in World Health Organisation (WHO), Unicef and Rotary International, are taking special efforts across the country, particularly in the high-risk areas and among high-risk groups for polio -- such as migrant and mobile populations -- to ensure they are reached with polio vaccines.

The government has an Emergency Preparedness and Response Plan in place and is totally geared to roll out a rapid and intense response to any case of poliovirus importation anywhere in the country, officials said.

With its 6,500-member strong Social Mobilisation Network (SMNet) working with the most underserved communities and in the highest risk areas of Uttar Pradesh [ Images ] and Bihar, Unicef is focusing on strengthening routine immunisation.

"One of the biggest risks to the programme today is complacency. We need to ensure that the programme continues to be of the highest quality, to maximise childhood immunity to polio across the country and minimise the threat of virus importation," says Lieven Desomer, Chief Polio, Unicef India.

The SMNet community mobilisers are engaged in door-to-door counselling, community meetings as well as tracking and counselling of the families who have dropped out of routine immunisation.

"We continue to counsel parents on the need to protect their children against polio and address associated risk factors such as hygiene, sanitation, nutrition and diarrhea management," says the officer.

Siddhartha S Bose from the Indian National Polio Plus Committee run by Rotary International says, "We need strong vigilance on the borders so that the virus doesn't return to India. The threat is still there".

India has not reported any case of polio for over a-year -and-a-half, after an 18-month-old girl was crippled by polio in West Bengal's [ Images ] Howrah district in January 2011.

Unique feature of HIV helps create antibodies, researchers discover

ScienceDaily (Oct. 22, 2012) ? A new AIDS study, published Oct. 22 in the journal, Nature Medicine, describes how a unique change in the outer covering of the virus found in two HIV infected South African women enabled them to make potent antibodies which are able to kill up to 88% of HIV types from around the world. The ground-breaking discovery suggests an important new approach that could be useful in making an AIDS vaccine.

The study, performed by members of the Centre for the Aids Programme of Research in South Africa (CAPRISA) consortium, involves scientists from Wits University, the National Institute for Communicable Diseases (NICD) in Johannesburg, the University of KwaZulu-Natal and the University of Cape Town, who has been studying, over the last five years, how certain HIV-infected people develop very powerful antibody responses.

These antibodies are referred to as broadly neutralising antibodies because they kill a wide range of HIV types from different parts of the world. This CAPRISA team initially discovered that two KwaZulu-Natal women, one of whom participated in the CAPRISA 004 tenofovir gel study, could make these rare antibodies.

Through long-term follow-up laboratory studies on these two women, the team led by Wits researchers and Centre for HIV and STI at the National Institute for Communicable Diseases of the National Health Laboratory Service based scientists Dr Penny Moore and Professor Lynn Morris, discovered that a sugar (known as a glycan) on the surface protein coat of the virus at a specific position (referred to as position 332) forms a site of vulnerability in the virus and enables the body to mount a broadly neutralizing antibody response.

"Understanding this elaborate game of 'cat and mouse' between HIV and the immune response of the infected person has provided valuable insights into how broadly neutralizing antibodies arise," says Moore.

Morris, Head of AIDS Research at the NICD explained: "We were surprised to find that the virus that caused infection in many cases did not have this antibody target on its outer covering. But over time, the virus was pressured by body's immune reaction to cover itself with the sugar that formed a point of vulnerability, and so allowed the development of antibodies that hit that weak spot."

"Broadly neutralising antibodies are considered to be the key to making an AIDS vaccine. This discovery provides new clues on how vaccines could be designed to elicit broadly neutralising antibodies. The world needs an effective AIDS vaccine to overcome the global scourge of AIDS," said Professor Salim Abdool Karim, Director of CAPRISA and President of the Medical Research Council, in his comments on the significance of the finding.

While their existence has been known for a while, highly potent forms of broadly neutralizing antibodies against HIV were only identified about 3 years ago. Until now, it was not known how the human body is able to make broadly neutralizing antibodies.

This study discovered one mechanism by which these antibodies may be made. To make this discovery, the research team studied the target of some of these antibodies, a sugar that coats the surface protein of HIV, forming a site of vulnerability. By tracing back the evolution of the virus that elicited these antibodies, this team showed that this particular weak point was absent from the virus that first infected these women.

However, under constant pressure from other less powerful antibodies that develop in all infected people, their HIV was forced to expose this vulnerability over time. This allowed the broadly neutralizing antibodies to develop.

Analysis of a large number of other viruses from throughout the world, performed in collaboration with scientists from the University of North Carolina and Harvard University, suggest that the vulnerability at position 332 may be present at the time of infection in about two thirds of subtype C viruses (the subtype most common in Africa). Hence, if a vaccine is developed to target this glycan only, it may not be able to uniformly neutralize all subtype C viruses; as a result AIDS vaccines may need to attack multiple targets on the virus.

Breaking Views: Mike Butler: Te reo, funding, and hurt feelings


A report on kohanga reo released by the Waitangi Tribunal has already been snubbed by the government so any serious consideration of its contents is unlikely. Since few are likely to have the time or inclination to wade through the 424-page report, here is what it is all about --- a never-ending story about funding and some hurt feelings.

The first point to make is that although kohanga reo look like early childhood education centres, they are in fact language nests in which children are intended to learn and speak Maori to revitalise the language. The movement puts the survival of the language above the interests of the children at the centres.

If kohanga reo and Maori immersion schools aim to revitalise the language, have they succeeded? Census results point to a decline in the proportion of Maori speakers among Maori children aged under 10, from 21 .9 per cent in 1996 to 18 .2 per cent in 2006 in the under-five age band, and from 22 .1 per cent to 18 .8 per cent in the five-to-nine-years band.

However, these figures are a dramatic improvement on 1975, when fewer than 5 percent of children could speak Maori, according to the Waitangi Tribunal?s Te Reo report.

Kohanga reo are early childhood education centres for children from birth to five years of age and their families which involve a total immersion in the Maori language. Close to 9000 children and members of their wider family attended the 471 kohanga reo across the country in 2012.

The first kohanga reo opened at Pukeatua Marae in Wainuiomata in April 1982, and by 1985 the number was approaching 400, taking in more than 6000 children. By 1990, there were 616 kohanga reo with 10,108 students.

Kohanga numbers have declined. The kohanga reo share of total M?ori enrolment in early childhood education dropped from 33 percent in 2002 to 26 per cent in 2007 and 22 per cent in 2011. In contrast, the share of Maori children enrolled in education and care centres rose from 32 per cent to 47 per cent over the decade.

The question remains whether this decline is a result of parents deciding general education is better for their children, or, as kohanga claimants argue, as a result of failures on the part of the government.

Matua Rautia: The Report on the Kohanga Reo Claim alleges that the Crown has acted in a manner inconsistent with the principles of the Treaty of Waitangi with respect to a range of issues affecting the relationship between the Crown and kohanga reo and the ability of k?hanga reo to operate effectively in ensuring the transmission of te reo me ng? tikanga . The report upholds the claimants? view that actions and omissions of the Crown, have led to a decline in the number of kohanga reo and the number of children enrolled in kohanga reo.

Unsurprising is the fact that the Waitangi Tribunal demands that the government appoints an interim independent advisor of sufficient standing, treaty knowledge, reo, and policy acumen to oversee the implementation of the tribunal?s recommendations; complete a policy framework, participation targets, quality improvement, supportive funding, a more appropriate (ie less demanding) regulatory and licensing framework, and collaboration on policy development for kohanga reo; research how kohanga reo contribute to language transmission; promote kohanga reo to Maori families; and apologise to kohanga reo and its trust for its failures.

Does the tribunal?s reasoning have a treaty basis? Good question! The link to the treaty is tenuous at best. There is no reference to the Maori language in the treaty because in an environment where everyone had to speak and understand Maori, it was inconceivable that at some stage, government support and funding would be demanded.

Therefore, the Waitangi Tribunal summons up its distorted and self-serving interpretation of the treaty, in which sovereignty is ceded and not ceded, to argue that protection for the language would derive from the Article 2 promise to guarantee Maori rangatiratanga plus the obligation to actively protect taonga (all their valued possessions).

Mai Chen for the claimants puts the case, complete with tortured logic, that the government was ?obliged to actively protect kohanga reo, to enable Maori to exercise of rangatiratanga over these taonga, to formulate good, wise and efficient policy, to make informed decisions about k?hanga reo, to give an effective remedy for any past breaches of the treaty.?

It is worth reading Chapter 3 of the report to see the depth and breadth of this ?we have rights but no responsibilities, someone else is to blame, and we are entitled to unlimited government funding? claim.

Aside from the high-sounding rhetoric of the report, the relationship between the Kohanga Reo Trust and the government broke down after Education Minister Anne Tolley said that an independent early childhood eduction taskforce would consult the trust, and neither the taskforce nor the Ministry consulted the trust before the taskforce?s final report, An Agenda for Amazing Children, was published in June 2011.

To make matters worse, the trust was thus neither informed nor afforded the opportunity to respond to the strongly critical remarks made by the taskforce in its report.

The report, from page 69, quoted the taskforce report thus: "The kohanga reo movement, it asserted 'has, for some time, been viewed as too hot a political issue to touch'. It questioned the quality of ECE provision in kohanga reo and 'national body leadership for all children who attend kohanga reo, and whether the trust is a key barrier or contributor to the original aspiration of the movement'."

The taskforce continued: "In its view, 'meaningful change is overdue and must be addressed'. Having pointed to the high incidence of ERO supplementary reviews as an indicator of poor quality in kohanga reo, it exhorted the Government to 'think seriously about the way it invests in kohanga reo', highlighted the amount of ECE subsidy expended on kohanga reo subject to supplementary reviews, and recommended generally 'that a service without a satisfactory performance report not be able to access Government funding'.?

Criticism and demands for more funding, it appears, are behind the row that has escalated into more full-blown Waitangi Tribunal pressure on the government.

Lighting Dollhouse with Night Light Bulbs - Greenleaf Dollhouses

I just created a new gallery with photos of how I added night light bulbs to my dollhouse to provide more light than the miniature fixtures provide. This may not appeal to everyone, but i like it. It is easier to see all the details in the dollhouse rooms with the extra light.

When I first made this dollhouse many years ago I wanted more light than the mini chandeliers and lamps provided so you could better see the details in the dollhouse rooms. So, I came up with this idea of putting one 4-watt night light bulb in the front corner of each room. I cut pieces of wood to mount the night light bulb sockets and glued the wood pieces in the front corners. I put another piece of wood (without a bulb and socket) in the opposite corner of the room for a symmetrical look. The sockets are wired together with stereo speaker wire with a plug attached to the end to plug into the wall.

I am renovating this dollhouse and had to rip out all the mini wiring as well as the night-light bulb wiring to do the renovation. I have recently finished re-installing the night-light bulb wiring system and these are the photos of the recent re-do. My next step is to install all the miniature light fixtures and lamps.

I purchased the night light sockets at a home improvement store. Most of the sockets are white, but this is a black one I painted white (not a very good paint job). I think I ended up having enough white ones that I did not have to use this one in the dollhouse. If i had used it in the dollhouse, I would have given it another coat of paint. The sockets are wired together with stereo speaker wire from room to room. Real-life lamp wire can be used, but it is larger than the stereo speaker wire and I like the smaller wire best.

Cooking Sunday lunch? It?s that time of year when you can be a little more adventurous.?

?

You should allow a couple of?birds per person for a?really decadent gamey feast.

You can buy them trussed or tied, or just as they are, and?if you?re using snipe or?woodcock, the beak can be used to truss the birds through the legs for an even more dramatic presentation.

If your birds come with their?livers, these?can be quickly fried, chopped and spread onto toast. I?d also recommend serving a pan gravy or a jelly, such as cranberry, rowan, quince or?rose-hip.

Roast Game Birds (serves 6-8)

Ingredients:

16 or so small oven-ready game birds
Salt and freshly ground black pepper
A bunch of fresh sage?leaves
A few knobs of butter,?softened
Pan gravy or a hedgerow jelly; bread?sauce,?to?serve

Directions:

1 | Preheat the oven to?230?C/gas mark 8.
2 | Season the birds inside and out and place the sage leaves in the cavities.
3 | Rub the breasts with the?softened butter.
4 | Place in one or two large roasting trays and roast for about 15 minutes, keeping them pink and basting with?the butter from time to?time. If you are cooking widgeon, allow an extra 10?minutes or so, as they tend to be twice the size.

Apple will likely take the wraps off the iPad Mini at an event in Calif. on Tuesday, Oct. 23. The Mini would hit store shelves a little more than a week after that.?

As we noted earlier this week, Apple has already sent out invitations for an Oct. 23 event at the?California?Theater in?San Jose. Apple hasn't specified exactly what product it will show off at the press conference, although it doesn't take much to read between the lines. The invitation, after all, is emblazoned with a single line of text:?"We've got a little more to show you."

Emphasis on the "little."?

"We?re now hearing that [the iPad Mini, or whatever Apple calls it,] will ship a week and a half after that unveiling,"?Darrell Etherington of TechCrunch writes today.

That makes sense: Nov. 2 was the same date mentioned by Fortune Magazine and 9to5mac.com. Moreover, a late October unveiling and an early November launch would position the iPad Mini perfectly for the upcoming holiday shopping season.

As a bonus, it would also steal some limelight from Microsoft and the impending release of Windows 8 and Windows Phone 8.?

The iPad Mini is widely expected to get a 7.85-inch screen and an A5 processor ? but not the high-resolution "Retina Display" that was included on the latest iteration of the full-size iPad.?

In related news, rumors continue to circulate about the introduction of a new 13-inch MacBook Pro with a Retina Display ? a device that may also be unveiled on Oct. 23. But over at Gizmodo, Jesus Diaz warns Apple fanboys and fangirls not to get their hopes up.?

"Apple has a history of focusing these events on one single major product, mentioning other products' minor updates in passing as garnish," he writes. "It's unlikely that they would deviate from their core announcement with something as significant as a 13-inch MacBook Pro Retina.We're betting that this announcement would come along side the news that all Macbooks are going Retina ? probably next year. But you can always dream!"?
